The Southeast Regional Alliance is a community and economic
development region serving Grant, Harney, and Malheur Counties. It functions as
the Regional Investment Board, Regional Partnership and Southeast Area
Commission on Transportation. Click here to view or download the SRA Regional

The Regional Investment Board receives lottery funding through the Oregon
Economic and Community Development Department to be used for economic
development purposes. These monies are available to entities in the form of
grants or loans to support projects that will create jobs in the region. The
long-term strategy in the Southeast Regional Alliance area is to make the
appropriate investments that lead toward a viable economy and sustainable

The Regional Partnership is made up of the Southeast Regional Alliance and
regional representatives of the Governor’s Economic Revitalization Team. The
Team includes the state Departments of Agriculture, Economic and Community
Development, Environmental Quality, Housing and Community Services, Land
Conservation and Development, State Lands, Transportation and a member of the
governor’s staff. The purpose of the Regional Partnership is to develop a
collaborative working relationship among local partners and state agencies as
they address agreed upon issues, challenges and goals.
The Southeast Area Commission on Transportation (SEACT) acts as an advisory body
to the Oregon Transportation Commission (OTC). It serves as a forum for local
government agencies and the private sector to discuss, understand and coordinate
long-range transportation issues affecting the southeast Oregon region. Some of
the specific responsibilities include reviewing the process and making
recommendations for transportation infrastructure, capital investments and
project prioritization in the region, communicating southeast Oregon regional
transportation issues to the public, neighboring regions, area legislators and
other interested organizations, and advising the OTC on state and regional
policies affecting the region’s transportation system.
